Elliot Benyon came off the bench and scored in each half to book 10-man Torquay a third round home tie with Blackpool.
And boss Paul Buckle said: "Benyon was fantastic - he ran his socks off."
Gulls' striker opened the scoring in 40 minutes, before Torquay were reduced to 10- men on the stroke of halftime when Roscoe D'Sane wassent-off for slapping U's keeper Billy Turley.
Oxford failed to take advantage and Benyon added a second.
