Last face-to-face Local Plan consultation event to be held on Saturday - Grimsby Live

The Local Plan sets out areas for potential housebuilding and employment sites; the event will be at Cleethorpes Library on Saturday, January 17

The public are being urged to have their say on where they would like future housing to be in North East Lincolnshire. The council is carrying out the latest consultation stage for its future Local Plan, which would cover the period 2028-2043.


Government planning regulation changes mean the area is expected to provide many more new homes each year. North East Lincolnshire Council now has a target of 622 homes annually to be built in its geographical area.


The stage 3 consultation on the Local Plan began on December 8 and remains open until 23:59 on February 1, 2026. The final scheduled face-to-face event will be on Saturday, January 17, at Cleethorpes Library in Alexandra Road, from 9am until 1pm.


The event will give the public a chance to look at the council's preferred housing and employment site options. Electronic and paper copies of the survey are available to give everyone the opportunity to have their say.

The statutory review of the Local Plan began two years ago, though got paused in 2024 when the new Government's planning regulations came in. The last consultation stage for the Local Plan got more than 1,100 individual responses.

Following the 2024 pause, the draft Local Plan has been updated to reflect the changed housing target. Other changes relate to:


  • Jobs growth and employment needs within the plan period.
  • The requirements for new homes and the distribution of these homes.
  • Specific site allocations for employment and residential uses.

All comments from the 2024 consultation will be considered equally to the latest ones. Full responses from the earlier consultation are available on the "What People Said" tab consultation portal.


What is in the current draft Local Plan?

There are numerous documents forming the draft Local Plan and associated housing and employment need evidence. On the proposed overall strategy for housing, it is suggested that between 60-65 per cent of new homes are built in and on the fringes of Grimsby and Cleethorpes urban area.

The next largest proportion would be 20-25 per cent of new housing to go to North East Lincolnshire's western and southern arc, covering the likes of Healing, Humberston, and Waltham. The Grimsby West suggested housing development remains in the Local Plan.


Documents acknowledge the last consultation saw most representations on specific sites object to the Grimsby West development. The draft Local Plan suggests the site could provide up to 3,337 homes.

Other sites currently suggested to be allocated for major housing include:

  • Land north and west of Pennells Garden Centre, Weelsby Hall Farm, Humberston Road, Cleethorpes - 1,500 homes.
  • Habrough Road, Immingham - 750 homes.
  • Land south of 69 to 90 Humberston Avenue, Humberston - 190 homes.


The site near Pennells Garden Centre is allocated in the existing Local Plan for housing. The other sites mentioned would be new allocations.

The Local Plan also sets out areas for employment land. The draft Local Plan has based the land supply needed for this purpose on delivery of approximately 5,375 new jobs between 2028-2043.

An infrastructure delivery plan will accompany the Local Plan. This will set out the new and upgraded infrastructure needed to meet expected development, from roads, to sewerage, to schools.

How to take part in the current Local Plan consultation

You can view the Preferred Options document and supporting documents online here. Individuals can comment on specific sections of the preferred options document, or it in its entirety.

Paper copies are available to read at Cleethorpes Library, Immingham Library, Waltham Library, Grimsby Pop-Up Library, The Gingerbread House, Humberston, Scartho Community Library, and the Municipal Offices, Grimsby.
