Inspectors found the majority of staff at a West Lothian children's facility were "unqualified" and most "lacked experience in childcare" in a recent report.
The Care Inspectorate published an inspection of Giggles and More Breakfast and After School Club on January 9 where the service was rated 'weak' in three of four categories, with the fourth being deemed 'adequate'.
While some strengths were identified, the service was found to have "important weaknesses" in leadership and nurturing care. For example, a manager was discovered to be the only member of staff with qualification, making the service devoid of qualified staff for all but two days a week.
Documents read: "The majority of the staff team were unqualified and most lacked experience in childcare. The manager who was recently qualified as a practitioner was the only qualified member of staff.
"This meant that on the two days they were not present in the service there was no qualified staff member available to lead practice."
Leaders were also found to not be "familiar with their duties" to report certain events to the regulator.
The report continued: "For example, they had to be prompted to notify the regulator about children being left unattended in the service and staff not being at the school on time to collect children.
"These events meant we were not confident that leaders were aware of their regulatory responsibilities to notify us appropriately and help to keep children safe."
Strengths were also highlighted in the report. It further said: "Children appeared relaxed and comfortable with staff. Some staff showed kindness and an interest in the children's views. Some staff had a sense of fun and engaged in play with children."
