A change could be made to how much those on the lowest incomes across Nuneaton and Bedworth pay in Council Tax. Nuneaton and Bedworth Borough Council can set the minimum amount the poorest households have to pay.


Currently, those who are eligible for the Local Council Tax Reduction Scheme (LCTRS) pay 15 per cent of their Council Tax. But this could change.


Cabinet members at the Town Hall are being asked to look at a potential change to this.


A council paper explains: "The current scheme is not as supportive as it could be for the most vulnerable residents who simply cannot pay rather than will not pay.

"Enforcement collection for those residents that fall into the 15% due is costly and the sums to collect are generally very small per resident that is caught in this category."

It is being proposed that a new Banded Discount Scheme is looked into.

"It (the scheme) could allocate discount based on the level of earnings within the household meaning that those with the lowest incomes will be supported to a greater degree," the council paper explains.


"Administration of claims will be significantly reduced if a Banded Scheme is introduced as it will be simpler for residents to understand and will result in a streamlined approach as systems can be geared up to automate large parts of the process."

'Winners and losers'

But the report warns that the proposed change may not benefit everyone. "With any change to a scheme of this nature, there will undoubtedly be winners and losers," it states.

"The recommendations however are requesting approval at this stage to review options for a banded approach with a further report to lay out the detail to cabinet and council."

It concludes that if approved, the change would have to be discussed by cabinet members as well as full council in September.

Cabinet members will be asked to approve the review of the current scheme and the options around changes to a Banded Scheme at a meeting at the Town Hall on Wednesday. January 21.
